Results of the NCCIR meeting dated 16 May 2017

According to the NCCIR decision, the “The Register of Telecommunications Operators and Providers” was supplemented with 11 positions. The Commission issued three and extended the validity of eight licenses for operating in the telecommunications sector, and also issued four licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on May 16, 2017.

According to the Commission’s decision, seven operators and four providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, nine economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In the context of the termination of activities in the telecommunications sector, LLC “Telekomunikatsiini merezhni systemy” was excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue three licenses for the provision of engineering maintenance and networks operation for a term of 5 years to:

  • LLC “KOMFO” in the territory of Odesa city;
  • LLC “X-CITY” in the territory of Netishyn city (Khmelnytskyi Oblast);
  • LLC “BITTERNET” in the territory of Zbarazh city, township of Pidvolochysk, city of Skalat, Terebovlia city, Khorostkiv city, Kopychyntsi city, Husiatyn city, Chortkiv city, Buchach city, Borshchiv city, city of Zalishchyky (Ternopil Oblast).

Moreover, NCCIR issued a license for the provision of local fixed-line telephony to LLC “Kvant” with the network capacity on to 1.000 phone numbers with the rights of engineering maintenance and networks operation, providing telecommunication channels within the territory of Lviv Oblast.

By the same decision, NCCIR has extended the validity of eight licenses for:

  • LLC “Internatsionalni telekomunikatsii” for the provision of local fixed-line telephony with the use of wireless access with application of CDMA technology with the rights of engineering maintenance and networks operation, providing telecommunication channels within the territory of Kyiv city from September 30, 2017 till September 29, 2022;
  • LLC “HRANDKOMP-SERVIS” for the provision of engineering maintenance and networks operation in the territory of Sumy city from August 31, 2017 till August 30, 2022;
  • a sole proprietor Malynko A.P. for the provision of engineering maintenance and networks operation in the territory of Toretsk city (Donetsk Oblast) from October 22, 2017 till October 21, 2022;
  • LLC “WORLD SERVICE” for the provision of local fixed-line telephony with the network capacity of more than 10.000 phone numbers with the rights of engineering maintenance and networks operation, providing telecommunication channels within the territory of Kyiv city from September 25, 2017 till September 24, 2022;
  • LLC “lifecell” for the provision of local fixed-line telephony with the network capacity of more than 10.000 phone numbers with the rights of engineering maintenance and networks operation, providing telecommunication channels from September 19, 2017 till September 18, 2022 in the territory of Kyiv city, Donetsk and Dnipropetrovsk Oblast; and for the provision of local fixed-line telephony with the network capacity on to 10.000 phone numbers with the rights of engineering maintenance and networks operation, providing telecommunication channels from September 19, 2017 till September 18, 2022 within Luhansk Oblast.

NCCIR has adopted the decision to revoke a license (according to the relevant application of LLC “STELS ISP”) for the provision of local fixed-line telephony with the network capacity on to 10.000 phone numbers with the rights of engineering maintenance and networks operation, providing telecommunication channels for use within Donetsk Oblast.

NCCIR has adopted the decision to issue four licenses (according to the relevant applications) for:

  • LLC “ISTEK UKRAINA” for the use of radiofrequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) within Kharkiv Oblast;
  • LLC “Fibro-Optychni Komunikatsiini Systemy” for the use of radiofrequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) and for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Ternopil, Vinnytsia and Khmelnytskyi Oblast;
  • a private enterprise “Leksvud” for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Dnipropetrovsk Oblast.

Also, NCCIR issued a license on additional RF bandwidth for LLC “Disitel”, for the use of radiofrequency resource for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) within Zaporizhzhia Oblast.

By the same decision, NCCIR has drawn up again two licenses for the use of radio frequency resource of Ukraine:

  • LLC “Krystal Telekom” due to the change of abiding place – for broadband radio access (a radio data transmission system using noise-shaped signal) with action date till August 07, 2017 within Kyiv Oblast;
  • LLC “MIKSNET” due to the decrease in the number of regions – for broadband radio access (a radio data transmission system using noise-shaped signal) with action date till August 23, 2017 within Kharkiv Oblast.

NCCIR has extended the validity of a license for PJSC “Ukrtelekom” for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) from September 04, 2017 till September 03, 2022 in the territory of seven regions of Ukraine.

By the statement of licensee (a sole proprietor Lysiakov I.I.) the license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Donetsk Oblast was revoked.

According to the Commission’s decision, 15 new types of facilities were added to “The Register of REFs* and RC**”.

The information about 3 existing types of radio facilities was changed in “The Register of REFs and RC”. Additionally, by the other decision, the Commission identified as possible the use of 4 new declared types of radio electronic facilities in the territory of Ukraine and identified as impossible the use of digital radio-relay station MINI-LINK 6363 7 GHz made by “Ericsson AB” company (Sweden, Hungary).

The Commission has adopted the decision (according to the relevant application of PJSC “Kyivstar”) to allocate a short number 1580 for the organization of customized social oriented “City hotline” for the use in the mobile network with the mobile network identification codes 67, 68, 96, 97, 98 in Lviv city (owner of the services – Department of Administrative Services of Lviv City Council).

NCCIR has withdrawn the number resource (according to the relevant applications) from:

  • LLC “STELS ISP” – number resource with the capacity of 2.000 phone numbers and the final destination signaling code of SS7 network in Donetsk city;
  • PJSC “Tsentralnyi hirnycho-zbahachuvalnyi kombinat” – the final destination signaling code of SS7 network and number resource with the capacity of 3.000 phone numbers in Kryvyi Rih city.

Also, NCCIR has adopted the decision to draw up again 4 permissions:

  • PJSC “FARLEP-INVEST” – the permission for the use of number resource with the capacity of 3.000 phone numbers in Kryvyi Rih city by means of drawing up again the permission on withdrawn resource which is used by customers;
  • LLC “MARK OK LTD” – the permission for the use of number resource with the capacity of 5.000 phone numbers, the permission for the use of number resource with the capacity of 1.000 phone numbers and the permission for the use of the signaling transfer point code of SS7 network in Kharkiv city due to the extending the validity of license.
