Results of the NCCIR meeting dated 31 October 2017

According to the NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 11 positions. The Commission issued five licenses for operating in telecommunications sector and three licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on October 31, 2017.

According to the Commission’s decision, six operators and five providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, five economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In accordance with paragraph 4.1 of the Order for maintaining the register of telecommunications operators and providers, in connection with the termination of activities in the telecommunications sector, which is confirmed by the information from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations, 18 economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

According to the statement of the economic entity, paragraph 2136 concerning LLC “Ekstratel” was excluded from “The Register of Telecommunications Operators and Providers” as a duplicate of paragraph 1644.

NCCIR has adopted the decision to issue four licenses (according to the relevant applications) for the provision of engineering maintenance and telecom networks operation:

  • LLC “Soiuz” in the territory of Polohy city (Zaporizhzhia Oblast);
  • a sole proprietor Karpenko H.M. in the territory of Druzhba city (Yampil Raion, SumyOblast);
  • a sole proprietor Saviuk O.P. in the territory of Dnipro city;
  • Subsidiary Enterprise “VIAKOR-SERVIS” of LLC “Telekompaniia “VIAKOR” in the territory of Kropyvnytskyi city.

LLC “TELEKOMUNIKATSIINA KOMPANIIA “LINK” has received a license for the provision of fixed local telephony with the capacity on to 1.000 subscriber numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Poltava and Kirovohrad Oblast.

Moreover, NCCIR has extended the validity of three licenses for:

  • LLC “T.E.S.T.” – a license for the provision of fixed local telephony with the capacity on to 10.000 subscriber numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Kyiv Oblast from February 19, 2018 till February 18, 2023;
  • LLC “NOVYI TELEKOM” – a license for the provision of engineering maintenance and telecom networks operation in the territory of Bilohorodka village (Kyiv Oblast) from February 18, 2018 till February 17, 2023 and a license for the provision of fixed local telephony with the capacity on to 1.000 subscriber numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Kyiv city and Kyiv Oblast from February 18, 2018 till February 17, 2023, with the inclusion in the license of special conditions for the modernization of the relevant equipment.

The Commission has issued a copy of the license to the telecommunications provider Private Enterprise “MIRATEL INVEST” for the provision of fixed local telephony with the capacity on to 10.000 subscriber numbers with the right of engineering maintenance and telecom networks operation, providing telecommunication channels in the territory of Odesa city and Odesa Oblast.

NCCIR has adopted the decision to issue three licenses to PJSC “FARLEP - INVEST” on additional RF bandwidth: for broadband radio access (a radio data transmission system using noise-shaped signal); for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Odesa Oblast; and for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in Kyiv city.

Due to the change of business entity LLC “SMZ” place of residence, NCCIR has adopted the decision to re-issue three licenses for the use of radio frequency resource: for analog trunked radiocommunication in Kyiv city; for analog trunked radiocommunication in the territory of Kyiv city, Dnipropetrovsk and Kharkiv Oblast; and for digital ultra-high frequency radiocommunication (radiocommunications of fixed, terrestrial and marine mobile radio service) in Kyiv city.

By the same decision, NCCIR has extended the validity of a license for a sole proprietor Sivtsov Yu.V. for the use of radio frequency resource of Ukraine for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from March 03, 2018 till March 02, 2023 within Kherson Oblast.

By the statement of licensee – a sole proprietor Mezeniev R.A., the license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Chernivtsi Oblast was revoked.

According to the Commission’s decision, 60 new types of facilities were added to “The Register of REFs* and RC**”.

The information about 1 type of radio facility was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “POSLUHY IT”, LLC “Tsentr Tekhnichnoi informatsii” and a letter of LLC “ALKOMA” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, the Commission identified as possible the use of 2 decleared types of radio electronic facilities in the territory of Ukraine.

According to the relevant statements, NCCIR has allocated following number resource for:

  • PJSC “TELESYSTEMY UKRAINY” – the final destination signaling code of SS7 network in Dnipro city;
  • PJSC “Ukrtelecom” – the final destination signaling code of SS7 network in Kreminna city, Luhansk Oblast.

By the same decision, NCCIR has drawn up again five permits for:

  • LLC “ATLANTIS TELEKOM” – in connection with the re-licensing: a permit for the use of national identity code 894 of destination network in the territory of Kyiv city and Kharkiv Oblast and a permit for the use of the transitional signaling code of SS7 network in Kyiv city;
  • PJSC “DATAHRUP” – due to extension of validity of the license: the permit for the use of number resource in the territory of Volyn Oblast with the capacity of: 14.000 phone numbers in Lutsk city; 1.000 phone numbers in Novovolynsk city; 1.000 phone numbers in Kovel city; the permit for the use of the transitional signaling code of SS7 network in Lutsk city and the permit for the use of number resource in the territory of Volyn Oblast: the final destination signaling code of SS7 network in Kovel city; the final destination signaling code of SS7 network in Novovolynsk city.
