Results of the NCCIR meeting dated 21 November 2017

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 25 positions. The Commission issued one and extended the validity of three licenses for operating in telecommunications sector, and also issued 11 and extended the validity of five licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on November 21, 2017.

According to the Commission’s decision, two operators and twenty three providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, forty eight economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In accordance with paragraph 4.1 of the Order for maintaining the register of telecommunications operators and providers, in connection with the termination of activities in the telecommunications sector, which is confirmed by the information from the Unified State Register of Legal Entities, Individual Entrepreneurs and Public Formations, 38 economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector (also according to the relevant applications), 10 economic entities were excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has adopted the decision to issue (according to the relevant application of LLC “K-LINK”) a license for operating in telecommunications sector for engineering maintenance and telecom networks operation in the territory of Kyiv city for a term of 5 years.

By the same decision, NCCIR has extended the validity of three licenses to:

  • LLC “TELZA” – a license for the provision of fixed local telephony (except for departmental objects) with the right to create its own network capacity on to 1.000 subscriber numbers in the territory of Zaporizhzhia city from March 12, 2018 till March 11, 2023;
  • PJSC “CHERNIHIVOBLENERHO” – a license for the provision of fixed local telephony (except for departmental objects) in the networks of dual purpose with the right to create its own network capacity of more than 1.000 phone numbers in the territory of Chernihiv city and Chernihiv Oblast from March 18, 2018 till March 17, 2023;
  • LLC “NEOKOM” – a license for the provision of engineering maintenance and telecom networks operation in the territory of Chernihiv city from April 23, 2018 till April 22, 2023.

NCCIR has adopted the decision to issue the licenses for an additional RF bandwidth for a term of 5 years to:

  • PJSC “Ukrtelecom” (10 licenses) – for the use of radio frequency resource for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of: Volyn, Donetsk, Zhytomyr, Zakarpattia, Ivano-Frankivsk, Lviv, Rivne, Ternopil, Kherson, Cherkasy Oblast;
  • LLC “SMZ” – a license for the use of radio frequency resource for digital ultra-high frequency radiocommunication (radiocommunications of fixed, terrestrial and marine mobile radio service) in Kyiv city.

By the same decision, the Commission has extended the validity of five licenses for the use of radio frequency resource of Ukraine to:

  • PJSC “VF Ukraina” – a license for digital cellular radio communication GSM-1800 from March 20, 2018 till March 19, 2023 in the territory of Kyiv city, Kyiv, Kherson, Mykolaiv, Dnipropetrovsk, Odesa, Kharkiv, Volyn, Ivano-Frankivsk and Chernivtsi Oblast;
  • LLC “NT-Servis” – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Kirovohrad Oblast from March 10, 2018 till March 09, 2023;
  • Private TV and Radio Company “VIZYT” – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Dnipropetrovsk Oblast from March 06, 2018 till March 05, 2023;
  • LLC “NEOKOM” – a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) in the territory of Chernihiv Oblast from March 10, 2018 till March 09, 2023;
  • LLC “EPSILON” – a license for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Chernihiv Oblast from March 25, 2018 till March 24, 2023.

In connection with the failure to provide documents confirming the payment for issuing a license for the use of the radiofrequency resource of Ukraine, NCCIR has adopted the decision to cancel paragraph 3.3 of NCCIR decision dated September 26, 2017 No. 490 concerning the extension of the license validity for the use of radio frequency resource of Ukraine to LLC “TELEMEREZHI “YUSANA”.

In connection with the unreliability of the data in the documents submitted by the applicant for obtaining a license, PJSC “Ukrtelecom” was refused in issuance of license for an additional RF bandwidth for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Kirovohrad Oblast.

Due to the revocation of license for the use of radio frequency resource of Ukraine, the Commission has adopted the decision to withdraw seven earlier issued permits for REF* operating for a sole proprietor Mezeniev R.A.

According to the Commission’s decision, 21 new types of facilities were added to “The Register of REFs and RC**”.

The information about 9 types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “ATZT Novi tekhnolohii” and representative office of “ZTE Corporation” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs types, the Commission identified as possible the use of 3 declared types of radio electronic facilities in the territory of Ukraine.
