Results of NCCIR meeting dated 09 January 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 9 positions. The Commission has added information to the Unified State Register of Postal Telecommunications Operators and extended the validity of four licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on January 09, 2018.

According to the Commission’s decision, five operators and four providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, nine economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector and according to the relevant applications, LLC “Krisnet” and LLC “Priori-Net” were excluded from “The Register of Telecommunications Operators and Providers”.

In accordance with the Procedure for Conducting the Unified State Register of Postal Telecommunications Operators, approved by the NCCIR decision dated 29 November 2016 No. 623 and registered at the Ministry of Justice of Ukraine on December 21, 2016 under No. 1679/29809, the Commission has added information (on the basis of the notification) to the Unified State Register of Postal Telecommunications Operators about LLC “YEVRO-UKRPOSHTA”, which will provide services for mail receiving, mail processing, transportation and delivery of postal items, execution of consumers’ requests on postal transfers in the territory of Ukraine, except occupied territories and execution of consumers’ requests on postal transfers from the territory of the EU countries and the countries of the Middle East.

NCCIR has adopted the decision to extend the validity of four licenses for the use of radio frequency resource of Ukraine to:

  • LLC “VEDEKON” – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from June 24, 2018 till June 23, 2023 in the territory of Kyiv Oblast;
  • a sole proprietor Kostik Yu.I. – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from May 27, 2018 till May 26, 2023 within Mykolaiv Oblast;
  • a sole proprietor Hatsula V.O. – a license for broadband radio access (a radio data transmission system using noise-shaped signal) from May 21, 2018 till May 20, 2023 in the territory of Poltava Oblast; and a license for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from May 21, 2018 till May 20, 2023 within Poltava Oblast.

In connection with the earlier adopted decision on the issuance of a license for a RF bandwidth that is declared, PJSC “DORIS” was refused in obtaining a license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Donetsk Oblast and in obtaining a license for the use of radio frequency resource of Ukraine for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Dnipropetrovsk Oblast.

On the basis of documented circumstances that do not allow to start the use of radio frequency resource timely and according to the application of LLC “BIURO POSLUH PLIUS”, the starting date of use and full development of radio frequency resource of Ukraine without changing the period of validity of license was rescheduled.

According to the Commission’s decision, 16 new types of facilities were added to “The Register of REFs* and RC**”.

The information about five types of radio facilities was changed in “The Register of REFs and RC”.

NCCIR has adopted the decision to allocate (according to the LLC “Halintel” applications) the final destination signaling code of SS7 network in Mykolaiv city (Lviv Oblast) and the final destination signaling code of SS7 network in Novyi Rozdil city (Lviv Oblast).

Due to permit’s re-issuing on the withdrawn number resource, according to NCCIR decision, which is used by consumers, the Commission has adopted the decision to re-issue:

  • according to the LLC “Halintel” applications four permits: for the use of number resource with the capacity of 400 phone numbers; for the use of number resource with the capacity of 200 phone numbers in Novyi Rozdil city (Lviv Oblast); for the use of number resource with the capacity of 200 phone numbers in Mykolaiv city (Lviv Oblast); for the use of number resource in the territory of Lviv Oblast with the capacity of: 840 phone numbers in Mykolaiv city, 200 phone numbers in Mykolaiv city and Mykolaiv Raion, 1.000 phone numbers in Novyi Rozdil city;
  • LLC “KOSMONOVA” – permit for the use of number resource with the capacity of 1.000 phone numbers in Kyiv city.

According to the operator’s (LLC “Internatsionalni telekomunikatsii”) relevant applications, NCCIR has withdrawn the number resource with the capacity of 1.000 phone numbers in Simferopol city; the number resource with the capacity of 10.000 phone numbers in the territory of Autonomous Republic of Crimea – in Simferopol city; 10.000 phone numbers in Simferopol city; 1.000 phone numbers in Yalta city; 1.000 phone numbers in Feodosiia city; 1.000 phone numbers in Sudak city; 1.000 phone numbers in Yevpatoriia city; 1.000 phone numbers in Alushta city; 1.000 phone numbers in Saky city; the transitional signaling code of SS7 network in Simferopol city.
