Results of NCCIR meeting dated 06 February 2018

According to NCCIR decision, “The Register of Telecommunications Operators and Providers” was supplemented with 12 positions. The Commission re-issued five licenses and extended the validity of seven licenses for the use of radio frequency resource of Ukraine. These and the other decisions were adopted during the regular NCCIR meeting on February 06, 2018.

According to the Commission’s decision, seven operators and five providers were added to “The Register of Telecommunications Operators and Providers” on the basis of market participants’ applications.

Moreover, twenty six economic entities have informed the Commission of change in the contact details, the type of activity or the territory of activity to make relevant information in “The Register of Telecommunications Operators and Providers”.

In connection with the termination of activities in the telecommunications sector and according to the relevant application, a sole proprietor Khandoha S.S. was excluded from “The Register of Telecommunications Operators and Providers”.

NCCIR has refused LLC “T.R.Communication” in reissuing the license for the provision of fixed long-distance telephony with the right of engineering maintenance and networks operation, providing telecommunication channels for the use in the territory of Kyiv city and Kharkiv Oblast in connection with the absence of grounds for reissuing the license due to termination of the license on January 30, 2018.

NCCIR has adopted the decision to reissue five licenses for the use of radio frequency resource of Ukraine to:

  • LLC “TELEKANAL STB” – due to the change of legal entity’s name and due to reorganization of business entity’s legal entity by changing the organizational and legal form – for satellite radio communication (radio communication of satellite mobile and fixed radio services) with the period of validity till March 26, 2022 in Kyiv city and for satellite radio communication (radio communication of satellite mobile and fixed radio services) with the period of validity till March 05, 2022 in Kyiv;
  • LLC “Telemerezhi Ukrainy” – due to decrease in number of regions – for radio link communication with the period of validity till July 27, 2026 in the territory of Volyn Oblast;
  • LLC “POLTAVAINFOKOM” – due to the change of a legal entity’s location – for broadband radio access (a radio data transmission system using noise-shaped signal) with the period of validity till January 14, 2023 in the territory of Sumy Oblast, and also for broadband radio access (a radio data transmission system using noise-shaped signal) with the period of validity till December 05, 2022 within Poltava Oblast.

By the same decision, NCCIR extended the validity of seven licenses for the use of radio frequency resource of Ukraine to:

  • a Private enterprise “INFOTERRA” – for broadband radio access (a radio data transmission system using noise-shaped signal) from May 23, 2018 till May 22, 2023 in the territory of Zaporizhzhia Oblast;
  • LLC “KOMERTSIINA LOHISTYKA” – for broadband radio access (a radio data transmission system using noise-shaped signal) from May 28, 2018 till May 27, 2023 in Kyiv city;
  • LLC “MAKLAUT, LTD” – for broadband radio access (a radio data transmission system using noise-shaped signal) from June 13, 2018 till June 12, 2023 in the territory of Cherkasy Oblast;
  • LLC “MehaLain” – for broadband radio access (a radio data transmission system using noise-shaped signal) from June 24, 2018 till June 23, 2023 in the territory of Ternopil Oblast;
  • LLC “STAR “LINK” – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from July 31, 2018 till July 30, 2023 within Dnipropetrovsk Oblast;
  • LLC “X-CITY” – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from August 13, 2018 till August 12, 2023 in the territory of Ternopil Oblast;
  • LLC “RadioKom” – for broadband radio access (radio communication in multichannel distribution systems for the transmission and retransmission of TV image, sound transmission, digital information) from June 16, 2018 till June 15, 2023 within Zaporizhzhia Oblast.

In connection with the failure to provide documents confirming the payment for the issuance of license, in accordance with Part 3 of Article 33 of the Law of Ukraine “On Radio Frequency Resource of Ukraine”, the Commission canceled the paragraph 1.3 of NCCIR decision dated December 12, 2017 No. 626 concerning the issuance of license for an additional RF bandwidth for a sole proprietor Popazov Yu.V.

According to the licensee’s application (a sole proprietor Muzychuk V.V.), NCCIR has adopted the decision to revoke a license for the use of radio frequency resource of Ukraine No. 8963 dated May 12, 2017 for broadband radio access (a radio data transmission system using noise-shaped signal) in the territory of Volyn Oblast.

According to the Commission’s decision, 59 new types of facilities were added to “The Register of REFs* and RC**”.

The information about nine types of radio facilities was changed in “The Register of REFs and RC”.

Upon examination of the applications of LLC “Huawei Ukraine”, LLC “DOLIA I KO. LTD” and LLC “ELMAR” concerning the possibility of applying the particular type of REFs and RC in the territory of Ukraine, and according to the results of technical expertise on issues of electromagnetic compatibility of declared REFs type, NCCIR identified as possible the use of five declared types of radio electronic facilities in the territory of Ukraine in accordance with an annex.

NCCIR has adopted the decision to withdraw (according to PJSC “Si-Es-Ti Invest” application) the number resource with the total capacity of 37 000 phone numbers in the territory of Donetsk Oblast, with the capacity of 6 000 phone numbers within Poltava Oblast and 7 500 phone numbers in Sevastopol city, and also four transitional signaling codes of SS7 network.

Moreover, according to the application of LLC “VELTON.TELEKOM”, the Commission has withdrawn the number resource with the capacity of 20 676 phone numbers, final destination and transitional signaling codes of SS7 network in Sumy city. In order to protect the consumers’ rights, the Commission on the basis of reissuing the permit on withdrawn number resource by NCCIR decision, which is used by consumers, the Commission reissued (according to the application of LLC “SUMSKI TELEKOMSYSTEMY”) a permit for the use of number resource with the capacity of 8 000 phone numbers and allocated (according to the application of this operator) transitional signaling code of SS7 network in Sumy city.

Due to the need for the operator to change the number resource assignment of PJSC “Ukrtelecom”, the permits for the use of the short number 1588 for the organization of “directory assistance service” in Kremenchuk city (Poltava Oblast) and short numbers in the territory of Poltava city and Poltava Oblast were reissued.
